The Chicago Police Department, working with the Bureau of Alcohol, Tobacco, Firearms and Explosives and FBI, has opened the Crime Gun Intelligence Center to crackdown on illegal guns from what they call “three-percenters.”
A number of agencies including Chicago PD, the Department of Justice, the FBI, the ATF, and other regional partners, will operate the new joint task force from within the ATF’s Chicago Field Division.
The target of this Crime Gun Intelligence Center: a group the ATF is referring to as “three-percenters.”

Anybody else notice that Obama and liberals react to school shootings, but never react to the ongoing gang violence in our cities? Has Obama ever said anything about how the youth gangs have laid waste to big areas of our cities???? And these gangs are doing so with guns?????
Good grief! If you’re interested in stopping the epidemic of Chicago shootings,it’s not WHERE the guns come from; it’s where the guns go (i.e., into the hands of thugs, most of whom have felony records). If they were interested in stopping the shootings, they would simply do shakedowns in the neighborhoods where there is reasonable suspicion of same.
But nooooooooo... This is not what interests them. They want to claim a scalp from the good guys who have guns.
Although... how do they know who among us are "three percenters"?

There are something like 10-15 shootings a day in Chicago, yet because it is minority criminal against minority criminal, the liberals ignore it.
It's a typical leftist tactic, to attach a negative (or positive) connotation to a word or phrase. There are many examples.
Well, if we look at the biggest cause of shooting deaths, we should look at the gang violence.
As tragic as school shootings are, of course we’re shocked when they happen, the numbers killed by gangs with guns is many many times higher than these rare mass shooting events.
Hundreds of people shot in Chicago every year in gangland, drive-by type shootings, but you rarely ever hear about them getting caught and prosecuted. I wonder why that is?
The decent folks there know that if they identify a shooter,they’re as good as dead.

Three percenters... there are three times as many of them as there are of those one percenters!
Obama is busy bringing in new gang members from Latin America. I guess he hates blacks as well.

Reasonable suspicion can’t apply to whole neighborhoods. If it’s not a specific suspicion, then it’s not reasonable.

All enforcement efforts are aimed at interdiction. Think about Prohibition. They never went after users, which would have been political suicide. Gun violence is mostly a black culture problem that starts with LBJ and his Great Society. To go after the cause would be to put all those social welfare agencies out of work. Gun violence starts with the culture of entitlement.

Because some people love to post every shooting story from Chicago on FR, but those same posters do not bother to post any follow-up stories maybe?

If you want to take a major bite out of urban crime, then eliminate the entire rogue operation called the BATFE.
