More likely dimethyl hydrazine and nitrogen tetroxide. Hazmat suits are needed for that, but Abdul will likely think it’s just like putting gas in a car and get a good lungful of the fumes. Not a nice way to go. Then keep in mind that the fuel and oxidizer I listed are hypergolic, igniting on contact. Get careless - BOOM!
As for the designed use of the SCUD, it’s intended mission while in Warsaw Pact service was to deliver either a tactical nuclear or a chemical payload, more likely the former.

That may be a SCUD missile on its transport trailer, no fuel , maybe a payload warhead of HE. No launch vehicle in sight so good luck getting off the ground.
