Camden, NJ is arguably the worst city in America, and has been so for years..crime, poverty, schools, etc..the population is about 75,000. So let's give every man, woman and child $100,000..tax free..to do whatever they wish with it...and yes..some families, with several kids..could get as much as $500,000, even more. They could move out..put their kids in a private school, buy a house, a car, medical care, a rehab facility, vacations.......ANYTHING they want to do. They only condition would be is that they'd have to account weekly what and where they spent the money on..even if it was for illegal items...i.e. drugs, gambling, prostitution. They'd be guaranteed completely anonymity, and immunity from any illegal activity.
We'd have to add a few million more to pay some social scientists, and other staffers..to track it..and see after a few years.
Yes, no doubt it would end up being a total waste of almost a billion...but it would be fascinating..

Not even that. Exclusively White in Detroit was 7.8% as of 2010 (just 56,000 people). You’d have to go back to about 1865 when the city had that few number of Whites (and at that time, they made up 97% of the population).
Even Blacks are voting with their feet in Detroit. They reached a zenith in 1990 (780,000). In 2010 it dropped to 590,000, roughly the total Black population around 1965. Only the Hispanic population increased, and that by just 1,500 over 2000 (now at 49,000).
If the trends hold, Hispanics have likely already eclipsed the White population in Detroit in the past 2 years. Barring a turn-around, I recall reading an article in the ‘90s that expects the city to probably bottom out at or around 300,000 or so (its population around 1900, before the auto industry boomed).
To answer your point, quite so, in many urban locales, calling Blacks (or even some Hispanics), a “minority” is not technically correct. Remarkably for Chicago, it’s a three-way split between them. How long that will hold is the question.
