Long term maybe.
Right now, there is little association between having children and marriage. More and more women have children outside of marriage, with little or no thought of marriage. They would like to get married, someday, but for a large portion that will be impossible because of the cut in benefits, willing partners, etc.
I attended a wedding Saturday, so perhaps I am a bit optimistic.

I have noticed this same trend especially among the young. They do not respect their girlfriends and if you think about it even if you father a child why marry the girl and tie your permanently to her, the child will do that but many doubt that the child is even theirs. Most all relationships seem to be, by both parties, knowingly temporary.

The big issue is the cut in benefits and for workers, the tax hike. Both of which can be avoided by skipping the license and doing the religious ceremony instead. Married in the eyes of God, but not the state.
