Is anyone else tired of the president (this one and many others) of ORDERING anyone to do anything?

Under what authority can the president ORDER anyone (besides the military) to do anything?

Obama isn't the only one to do that, but in my opinion this stuff needs to stop! congress needs to bar ALL presidents (not just this one) from ORDERING federal contractors to do anything! THAT IS NOT HIS JOB !!!
