Wouldn't it be better to activate the NG first, and tell about it when they're already in position?
By now Holder knows about it and has already given the ‘heads up’ to his buddies in the Mexican cartels.
Just seems unnecessary to give advance notice.

While I understand your point, it's my understanding that calling up the National Guard is traditionally and perhaps legally given as a public notice.
