Perry Announces Details Of Texas National Guard Border Deployment

On July 3, 2014, Texas Governor Rick Perry told Members of the U.S. House Committee on Homeland Security that urgent federal action was required to stem the humanitarian and national security crises unfolding along the Texas-Mexico border.

After almost three weeks of inaction by the Obama administration, yesterday, Gov. Perry directed Texas Adjutant General John Nichols to immediately begin preparations for the deployment of up to 1,000 National Guard troops to the U.S. – Mexico border. These troops will support the Texas Department of Public Safety’s (DPS) ongoing law enforcement surge, Operation Strong Safety, which is focused on combatting criminal activity in the region resulting from the federal government’s failure to adequately secure the border.

In his testimony before the House Committee on Homeland Security Perry said that, “The rapid influx of illegal immigrants has strained border resources that were already insufficient to the task at hand. Officials who should be guarding the border are dealing with the overflow instead of fulfilling their primary tasks.

“As a result, the border between the U.S. and Mexico is less secure today than at any time in the recent past, which is why we ordered the new surge.

“We know that drug cartels and transnational gangs are already seeking to take advantage of the situation, attempting to circumvent security and spread pain and suffering on both sides of the border through their criminal activities.

“We're also in danger at the hands of those who might be slipping through from countries with known terrorist ties. With a range of potential threats facing us from abroad, this is not the time to turn our attention elsewhere.”

Since 2008, more than 203,000 criminal aliens have been booked into Texas county jails. Over the course of their criminal careers, these individuals have committed more than 640,000 crimes in the state of Texas alone, including more than 3,000 homicides and nearly 8,000 sexual assaults.

“There can be no national security without border security, and Texans have paid too high a price for the federal government’s failure to secure our border,” Gov. Perry said. “The action I am ordering today will tackle this crisis head-on by multiplying our efforts to combat the cartel activity, human traffickers and individual criminals who threaten the safety of people across Texas and America.”

This deployment builds upon Operation Strong Safety by providing additional personnel that will work seamlessly and side by side with law enforcement officials. It also builds on the National Guard’s existing border presence, which has been utilizing air assets to patrol the region looking for illegal activity.

Texas has already seen results from Operation Strong Safety – from week 1 to week 3 of operations, apprehensions of illegal immigrants have dropped by 36 percent, from more than 6,600 per week to 4,200 per week in the area of operation.

Perry’s office has said the Guard will largely play a role of “deter and refer” – deter border crime by their visible presence along the border and refer illegal acts, including border crossings, to law enforcement. They don’t plan to apprehend illegal immigrants, though, technically, they could, said Texas Adjutant General John Nichols.

The Texas Guard will also assist with humanitarian needs of migrants who may approach them and ask to be taken to a Border Patrol station. The Guard will be equipped with water, most will have lifesaving skills, and they will call immediately for medical help.

Two weeks ago, Gov. Perry met with President Barack Obama to discuss the ongoing humanitarian and national security crises occurring along the Texas-Mexico border. At this meeting, the governor reiterated his request for the president to activate 1,000 Title 32 National Guard troops to temporarily support border security operations until 3,000 additional Border Patrol personnel can be trained and deployed. Unlike the governor’s activation which will be paid for by Texas taxpayer dollars, a Title 32 activation would have provided additional, federally funded personnel to be used at the state’s discretion.

How about we just stick with the legal and righteous approach of deporting the children immediately back to their parents, and if their parents are here in the US, deporting them as well.

Using your own measures, you should be criticizing Cruz a great deal more than Perry. This is a good step, not near enough, you are making a mistake when you criticize all other candidates when they’ve done a good thing. The circular firing squad needs to stop if we expect to get Cruz nominated and elected.

great so doe that mean change diapers and help them cross the river, then give them health care, food, medicine and housing , along with food stamps.
Then shipped out to other states to pick up the tab.

If they are not to enforce the border then it’s a waste of time.

To be fair Lakeshark, I have already commented on this where Cruz is concerned. With respect to the problem of Illegal Immigration is concerned, Cruz needs to drop his own support of normalization of those illegals that are already here.

However, with respect to the current crisis, Cruz, much more than Perry, has made it perfectly clear that these children need to be deported quickly.

My problem with Perry, and even his staff acknowledges this point, is that he has the authority to APPREHEND the illegals and has chosen not too.

So, once again, all flash and no real bang, especially when he had the opportunity to do the right thing and chose not to.

what is the point of sending them if they are not to enforce the border, but instead give them food, health care etc, and if they don’t do that and hand them to the border patrol ten it only means the border patrol does what they are doing now.
Changing diapers, food, etc.

Give them border patrol and border patrol then hands them to homeland security who in turn sends them about the country, especially swing areas.

If they hand them to border patrol then border patrol hands them to homeland security who in turn sends them about the country.
Hence nothing changes , but TX picks up a bill

Not just lip service. I just listened to Texas Attorney General Abbott, and he says the NG can detain, and they are working on legalities giving the NG the power to arrest. In any case, they can turn the detainees over to Texas security teams who CAN arrest. He also said their major objective at this point, given their manpower, is to stop the cartels, criminals, gang members, etc.

IIRC, Abbott is the likely replacement for Perry in November’s elections, so you’re actually hearing from the guy who will enforce all this this next 4 years.

Nonetheless, I give Perry credit.

That's not what I just now heard from Texas AG Abbott. They do intend to apprehend cartel, criminal, gang, and other dangerous persons.

So, it isn't true that stopping groups containing women and children is a bad thing. It enables them to get checked out. As pointed out in my previous post, Abbott is Perry's heir apparent.

There are some indications that this is at least one objective with the Guard.
Especially since they have talked of using them in Jim Hogg County where
activity has increased.

I just listened to the Texas AG say they intent to have the guard detain and the security arrest. That seems real to me.

Refer them to ICE or DHS so they can turn around and be seeded throughout the U.S.

I think your efforts to bring down other candidates are not nearly as helpful as simply furthering Cruz as candidate.

He's my first choice, but he may choose not to run and it's important to not bring out the circular firing squad as I said earlier.

Characterize it anyway you like Lakeshark. I fell prey to GWB in 2000, and it was only AFTER he was elected did I find out that he was a complete supporter of Amnesty.

The time to vet these people is way before the Primaries happen.

The time to defeat the spin, is way before the Primaries happen.

I hope you are justified in your expectations.

I also agree with you that it is something credit worthy because it is hard to do and there are many, many critics.

They, including Abbott, did put a proper spin on it. Protection and that is the reason for borders and enforcement. Immigration law takes care of the desirables though not all and that is good and proper.

You don’t let anyone into your house who wants in and you don’t let everybody you like in any time they want. You of course control who gets in and when and how many. This country is our house.

Obviously, my being a Christian minister, I believe in the change that comes with conversion, new birth. But, I also believe in giving people a shot at changing behavior. It can be done. Perry seems to be showing a change in what he believes about the border.

What is significant in Texas is that he is not the one who will enforce it. That will be the new governor, probably Abbott, who talks about the NG detaining, even arresting people. (I assume the legal difficulties include both posse commitatus, and the prerogatives of the Border Patrol.) However, Abbott says they can detain, they can refer to Texas security, and they can filter out the cartel, criminal, gang, and terrorist elements. I don’t care who you are, that’s important.

So far as Perry’s next run for the presidency, there are lots of indications that Romney is trying to get back into this again. He has the money to do it.

As a former bushbot, I would GLADLY take the fault-prone GW Bush over Romney, Christie, any day of the week. That means I’d take Perry.

I would like Cruz. But, ‘you can’t always get what you want..”

I get that Perry doesn’t hate Mexicans, might even want to help some. That doesn’t take away from what he’s doing on the border right now, he’s taking action. That’s something no one else seems to want to do.

It's fine to vet, what you appear to be doing is criticizing another candidate for doing something good.

That's circular firing squad stuff, and one of the many reasons we are perpetual losers.

Cruz is my first choice, we need to do better in the way we further good candidates.
