Stop and think really, really hard. They went to Chief school....no no no. They joined the Navy as a Chief....no no no.
The correct answer is: They worked their asses off as the lower echelon until they EARNED the rank of chief!

You must not have served in the military, but I will say the title is very misleading (typical Drudge these days). These people are under review, and those who are under-performing should get the axe.
This happens with all of the military services, both officers and enlisted - if you don't keep moving up or keep performing at the levels you were earlier in your career, you will get booted.
Hell, this happens in a lot of businesses - you can't let yourself stagnate and start phoning it in, not unless you're the Commander-in-Chief.
