Two ways. First, he's charging head down, like a bull. Or, second, in the heat of stopping the charge from a crazed 300 pounder, the cop fires until he stops, more and more rapidly as he approaches. The body shots might have finally taken effect, but the officer doesn't know that, and is firing rapidly because of Brown's approach. The last one catches him as he starts to bend over. This is understandable in a fast situation--Brown is a fraction of a second away, coming fast, and the officer doesn't have time to shoot, pause, assess, and then re-aim.
