Food Stamp Fraud Rampant: GAO Report

Americans receiving food stamps were caught selling and bartering their benefits online for art, housing and cash, according to a new federal report that investigates fraud in the nation’s largest nutrition support program.

Complicating the situation is the fact states around the country are having trouble tracking and prosecuting the crimes because their enforcement budgets have been slashed despite the rapidly-rising number of food stamp recipients, according to the Government Accountability Office report.

Under the Supplemental Nutrition Assistance Program, or SNAP, 47 million people have been awarded $76 billion in benefits. State agencies are responsible for addressing SNAP recipient fraud under the guidance and monitoring of the Food and Nutrition Service.

“Such rapid program growth can increase the potential for fraud unless appropriate agency controls are in place to help minimize these risks,” the investigators said in their report.

The GAO report resulted from a review of 11 state and federal efforts to fight food stamp fraud, effectiveness of certain fraud detection tools and how FNS oversees state anti-fraud efforts.

Who would have suspected?

Many years ago when my 46 year old son was just a youngster, we were discussing what would people do for money when robots did all the jobs. My son said that the government would control all the robots and just send everyone a check each month.

What a visionary, that was 35-40 years ago.

This infuriates me - I work so hard at keeping within an austere grocery budget.
I work had at my job, scrimp, save, clip coupons, cut corners....

I almost welcome an economic and societal collapse so those freeloaders can feel some pain for a change.

Food-stamp fraud has turned into foreign aid — to black-market profiteers in the Dominican Republic.... welfare recipients buy food with tax-paid EBT cards and ship it to relatives. But not to starving children.

The NY Post found people hawking barrels of American products on Dominican streets. “It’s a really easy way to make money, and it doesn’t cost me anything,” a seller said.

She also vends EBT goods out of her Dominican home “I know a lot of people are doing it,” she said. The 47-year-old Bronx native in the Dominican Republic said she regularly gets barrels from her sister, who buys at Western Beef on Prospect Ave near East 165th St in Foxhurst.

The EBT scammer pays $75 per barrel through Mott Haven’s Luciano Shipping.

Pioneer Supermarket, Brooklyn, a Dominican Republic enclave, sells plastic barrels used to ship EBT foods to family members to sell in the Dominican Republic. A Dominican Republic man was shown w/ a plastic barrel shipped from NYC, stuffed with EBT food — part of a thriving black market.

And the food-stamp fraud doesn’t stop there......Bronx grocers ring up bogus $250 transactions with EBT cards and hand cardholders her $200 cash (grocers pocket the rest). No goods are exchanged.

Cardholder sends the money to Santiago — when she’s not spending it on liquor or other nonfood items. “We do it all the time, and a lot of people do this,” Maria-Teresa said. “It’s a way of laundering money, but it’s easier because it’s free.”

Jean, another public-assistance cheat in Santiago, told The Post he has peddled welfare food in Santiago since getting deported from New York in 2010. A thirty-something Haitian national, he said his sister in Queens uses her EBT card to purchase food before shipping it to him from Long Island City.

“Every other month, I receive the barrels from my sister in New York City,” he told The Post. “Whatever I don’t need, I sell. “My sister uses food stamps to buy most of the things she sends me,” Jean added. He says the barrels are filled with cereal, baby formula, juices, olive oil and canned soup.

He said his sister uses Long Island City’s Santiago Cargo Express, where barrels full of food cost $100 to ship to the DR. When The Post found Jean, he was lugging an empty barrel down the street and hoping to sell it to a friend for $35. Many Dominicans then use the containers to store water for their homes. what pisses me off to no end s when I see those in front of me at the check out using their welfare cards while we spend nearly 300 a week on food etc.

These people then leave the store and put away all their goodies which we paid for into their new vehicle. Some have had Lexus etc.

When I said something to one large fat woman who obviously is not in need of much food she told me I was a cracker, not my business and then calls me the racist .
Yes she was heading in the liquor store to get her booze where she had just got money out of her welfare account, provided me us.

when I lived up north, {hated it} there was a Pakistani store which let people go in there and use their food stamps to pretend to buy cereal but they get cigs and beer.

He would add it up to cheese and cereal on the cash till , and then let them have their cigs and beer.

When I my called MA welfare place she was told that they have no one to investigate.

It’s all a joke

Ditto. The market for food prices is driven up ‘cause’ of the EBT purchases. A supermarket’s goal is to take all the EBT revenue a free loader is given. Govt give them more than normal food costs, so prices are encouraged to go up, you and I paying through the nose, EBT recipients just using the card up faster, but not running out. We the independent citizens run out!

300 years of slavery? I would guess the taxpayers have been slaves for quite some time now. The streets of Lancaster City PA have changed a lot. Hustle and bustle city is transforming into a community nobody could ever envision decades ago. American and illegals sit on porches with big cans of Coors watching kids that are not bathed often. The language coming form the mouths of adults and children would make a football player blush. Crime, drugs and craziness fill the air. Neighborhoods are overrun by drug houses and lazy young people living off checks. Bedbugs, rodents and horrible cancerous behavior are taking over.

I was initially confused.. then I realized he’s 46, now.

Actually Marx anticipated some of this... that the invested capital would eventually make most of the workers irrelevant. He was something of a Luddite, there.

From what I see in CA, about 70% are working the gray market and not reporting their income to qualify for all the extras in the taxpayer dime.
They can cut hair, do a lawn service, sell and barter goods or do any cash business the IRS can’t detect without a camera on them.
Mostly notoriously happening in CA with our immigrant residents from the south IMO. I hear of people who charge the mailbox on a certain time of the month for their checks.
Found out one family were collecting unemployment, then welfare and financing a 2 bedroom home loan in Mexico with the welfare money. Makes me mad.
