The Department of Veterans Affairs says investigators have found no proof that delays in care caused any deaths at a VA hospital in Phoenix,WOW! That's amazing, how all these investigations seem to clear up things for the Obama government! You have the VA investigating itself, and POOF, there's nothing there. Then you have the IRS investigating itself, and POOF, there's nothing there. You have the State Department investigating itself, and POOF, there's nothing there.
Well. If I am ever accused of a crime, I will investigate MYSELF, thank you very much.

It is all statistics. Some would have likely died with prompt treatment. Some would have likely survived with lousy treatment. But if you find that it is 95% likely that at least 20 patients died because of slow treatment, there is still a small chance that all 20 would have died anyway, thus the 95% likelihood does not "prove" that any died because of poor treatment.
Even with prompt treatment of diseases like cancer, some patients will die anyway, thus the death of any individual cancer patient cannot be proved to be caused by late treatment. It is just may be 99% likely rather than 100% proven.
