The ultimate goal might be to discourage citizens from joining the armed forces and populate them instead with mercenaries.

It will be a lot easier to get mercenaries to fire on 'misbehaving' citizens.

I think that is on purpose, they want the military to be a social service organization, handing out condoms and such.
