In other words, the ass clown is deferring all leadership, tactical and strategic plans, engagement, etc. over the fence to someone else. Quintessential O-hole - take no responsibility for the mess you create, ignore the problem until it can no longer be ignored, suggest that other do the job you should be doing, and then suggest that you have nothing to do with the result... at least until such time it is successful, then claim it as your success. I loathe that ignorant, worthless POS empty suit.

A US President should be laying the groundwork for a NATO plane.
Obama will wait for them to establish a plan (which will be 2019 or so) and then "lead" from behind.
