When politicians follow political winds, as reflected in polling data...

Polls showed the minimum wage issue as a popular one - (not vouching for the validity of the data - just stating what has been recorded). Pryor was supposedly gaining back lost ground on this issue... so Cotton followed advice from his handlers and is playing the advocate.

Now - the real story - who is ginning up the numbers?

Cotton probably figures the people of AR don’t understand the concept of the minimum wage, and he is “cottoning” to them. Of course, he could well lose his race. No Pryor has lost since 1972.

Cotton probably thinks that he would be unable to educate voters regarding the issue, and would give democrats the opportunity to pound him as heartless, hating the poor, in order to take the focus off Pryor and his liberal voting record. Politics is compromise, and you have to pick your fights carefully.
