I am less concerned about a private citizen (who has limited funds and is personally responsible for any illegal activities) than I am about a government agent (who has virtually unlimited funds and will not suffer any legal repercussions for their actions).
Lets start with restricting what the government can observe/record and what they can do with the data that they collect.

I don’t think a private citizen should be able to fly a drone over my property regardless of his limited financial resources or legal culpability. If he were using a camera or cell phone, he’d have to trespass on my property to record. Same should apply to a drone, IMHO.
