The creepy Nazi named “Homeland Security” department claims this power, and was ordered by the courts to release the implementation details. I doubt they ever complied. State security organs routinely ignore courts and legislative subpoenas.
Glad I’m not the only one who has that feeling. From the first time I heard it, Homeland Security creeped me out. I still cringe every time I hear “the homeland.” What’s wrong with just saying America or the US?
