1. expose NSA illegal behavior (make him a hero whistle blower)
2. expose NSA questionably legal behavior ( makes him a risk taking idealist)
3. expose NSA immoral behavior ( makes him a risk taking idealist)
If you have something that doesn’t fit into these categories please enlighten us.

I don’t doubt that Putin would play both sides against the middle. However, long term, I think that he realizes that Russia’s interests align more with us than with radical Islam. He knows that if radical Islam isn’t controlled, Russia will be torn apart by its Islamic minorities. This is a far more immediate concern for him than engaging the U.S. in a race for geopolitical influence.
How about putting blame on the stupid policies of both GWB and Obama, which is idiotic regime change. That's what's caused voids, filled by militants originally armed, trained, and financed by the US.

But this goes back much farther. In scripture God indicated seven times(2520 years) of punishment for His people. During this time they would be ruled by a successive series of pagan kingdoms. These were Babylon, Medo-Persia, Greece and Rome. Rome is the one relevant to this topic because in vision this Roman Kingdom was depicted quite differently than each of the preceding kingdoms, and it indicated Rome was going to go through a change of state. First Western Rome fell and the mantel fell to Eastern Rome. But Byzantium’s mantel fell to the papacy and the Islamic caliphate; two spiritual empires.
The first invasion of God’s people in the Northern kingdom was in 745 B.C. (2Ki 15:19, and 1 Chr 5:26). 2520 years later we have 1776, and an end to the times of punishment for the Northern Kingdom.
Jerusalem the capital of the Southern kingdom was taken captive in 604 B.C. (Jer 25:1, Dan 1:1-2). 2520 years later General Allenby freed Jerusalem from the Turks in 1917.
But evil resists being vanquished. Muslims have been trying to resurrect the Caliphate from the moment it was abolished. Like a violent child not getting its way, but not having the power to change that, they lash out with terrorist acts on the innocent.
The papacy split in loyalty between trying to perpetuate its civil power in Constantinople then Italy, or in Russia. As you can see in the quote below Russia was sought shortly after the fall of Constantinople as the continuation of the Caesars of Rome as Czars of Russia.
