Yikes! Pay no attention to the plan behind the curtain:
Fridays declaration was part of Americas Great Outdoors initiative to permanently protect areas of significance around the country.The original, ahem, memorandum was from April 16, 2010. I can't find a reference to any particular law passed by Congress (moot point, to be sure), nevertheless from 2011: http://www.whitehouse.gov/the-press-office/2011/02/16/remarks-president-americas-great-outdoors-initiative. I'm guessing the teleprompter was in good working order that day.
All this and no limitations! What a world.
