The mandatory order was issued after a voluntary 21-day isolation agreement was violated.The first quarantine agreement was voluntary.
(Of course, why would anyone trust the MSM to do what they promised?)
Fingers must have been crossed in case, say, their star developed a hunger for a meal that wasn't frozen or spooned out of a can.
