Because I happen to know a little about him. He's resisted a lot of Obama pressure. Obama would LOVE to get rid of this guy.
He is also not qualified for his present position. His attack on the nurse who contracted Ebola as well as his other actions make that clear.
Yes, I agree he's messed up. However, one thing that sets him apart is that he's actually owning up to it. Everyone else in this administration DOUBLES DOWN and throws the finger at America. Frieden is actually admitting problems and making corrections.
Much to Obama's anger, I am sure.

Frieden may not have even read his own website. If the NY Times reporting is accurate, my DENTIST routinely uses as much protection as the CDC is recommending for hospital workers treating Ebola!
