There are grassroots efforts under the heading of civil disobedience, using a simple phone line or PC which can so totally swamp the DHS and ICE system so as to crash the whole rotten operation so none of these illegals can get any paperwork or documentation. It will take maybe a thousand dedicated individuals across the land. Entirely legal. You simply tie up their lines, ask over and over for documents to be sent, file bogus docs to clog up their ops like an overflowing toilet.
