Being ready is 80% of the battle. Congress will do everything it can to either refuse to call an Amendments Convention or use the conclusions of the ABA document to "tame" it, i.e., control it.

The states that are preparing for an Amendments Convention are doing all the right things.

• They are standardizing the language of the petitions to prevent Congress from tabulating petitions in different columns due to minor differences in wording or punctuation.
• They are setting up the rules of procedure for the convention before Congress can get organized enough to try that.

In effect, they know about the ABA report and are organizing in advance to neutralize it. They will have allies in Congress like Ted Cruz and Mike Lee to tell Congress in no uncertain terms that an Amendments Convention is the property of the states and that Congress has no power to regulate it, ABA report or not.

Everything is being done by the book, and I have to admire the organizers for their deep understanding of both the process and the political pitfalls when Congress tries to get involved.
