Business needs unlimited immigration to keep wages down. They are willing to pay enough taxes to support the unearned wages that are given to the poor.
"The poor" should live in barracks under supervision and be dispatched to the various businesses to earn their benefits. If they gain skills and can be encouraged to climb the wage ladder, they could begin to work towards entering the regular work-force.
This would only work well in a thriving economy, and with deportation reform.
