Nothing you suggested addresses non-workers. Probably the large majority of illegals.
Non-workers....simply follow the laws which prohibit welfare to illegals. Except for life threatening humanitarian healthcare, illegals should not receive food stamps, driver’s licenses, general welfare benefits, etc.
This will be the difficult part because many bleeding heart types will give sanctuary to illegals. So it will require passing laws which make it illegal to give aid and comfort to illegals.
I will do some research on this, but I have to believe most illegals are here for jobs. I see hard working non-English speaking workers all over the place, in landscaping work, in restaurants, in construction. They depress wages of American citizens.
