Since our planet and solar system are FIVE BILLION YEARS OLD, I seriously doubt whether any scientist, no matter how smart, can predict weather for any length of time with ANY decent probability.

All they HAVE to do is stick the head out the window.
I used to do that as an instructor who worked out of doors. I would have my sunglasses on. I would look UP.
Water drops on my glasses = rain
NO water drops on my glasses = dry.

I live not far from the Pacific Ocean. I can SEE the weather from north, west and south "a'comin." Using that latter "a'comin" form makes it SERIOUS! :o)

It's not rocket science.

Mother Nature is just loosening up the ground, so that, when the Big One hits California, it won’t take half of Nevada with it.

Who knows if it’s related, but it’s Ok that most are unaware of the geology of this area...and that green stimulus $$ are still funding Nevada Geothermal Power

http://www.nytimes.com/2011/10/03/business/a-us-backed-geothermal-plant-in-nevada-struggles.html?pagewanted=all

to continue to drill geothermal wells, which include the vicinity of the Warner Valley Rift Basin, Oregon...just over the border from this swarm...

There are lots of natural steam vents in the area and we have a geyser near Lake View.

I would guess this is why water heating in the area was mentioned.

Quakes are very shallow in an area known for volcanos.
We might be looking at a new birth.

Something noteworthy: In 2012, Nevada Geothermal Power began drilling wells for a 30-megawatt geothermal power plant near Lakeview. While the earthquake swarm is 50 miles SE of Lakeview, it is likely in the same geothermal area, which might go as far south as the magnificent fly geysers.

I don’t know if there’s any connection, but a similar earthquake swarm has been shaking things up in the Mammoth Lakes area, more than 300 miles south of where this is occurring in northwest Nevada.
