Think of ISIS as a large corporation. They have already as of the beginning of this year issued a full government-like multi-hundred page, bound report detailing all the activities, finances, investments and so forth.
The bankers involved are those bankers and banks in the Middle East who run the various Islamic banks under Sharia law. These banks do not operate like the traditional western bank - no loans for one as that is regarded as usury under Sharia.
Among the people bank rolling them are the governments of Turkey and Qatar with additional funds provided by various other individuals from principally Saudia Arabia and other countries. There is also the $400 million they looted for the banks in Mosul, Iraq among others.
