Sounds like they wait until a minute before the courts close in order to make the announcement. Give the jurors time to make it home safely.

Even if the Governor is over-reacting, which I don’t, it makes sense to give the innocent citizens in and around Ferguson fair warning.

From other reports it sounds like the riots are aimed at other towns like Clayton.

Much more upscale stores to loot in Clayton.

Looks like he orders unified command to be controlled by St. Louis county police.

Someone look at this portion, though, and tell me if this is normal for a state of emergency or if it goes too far:

I further order that the Unified Command may exercise operational authority in such other jurisdictions it deems necessary to protect civil rights and ensure public safety and that other law enforcement agencies shall assist the Unified Command when so requested and shall cooperate with operational directives of the Unified Command.

Sounds to me like unified command can basically take over any town and their police department...
