I think what would hurt them more is to take the Deduction allowances on the W-4 form to the very max you can. This decreases the total cash that goes to the government monthly.

That might translate in allocation of 50 to 100 million rounds from the known stockpiles gov-co has on hand using their accounting methods.
Trials and other legal formalities take too long and cost too much.
