When your political ascendancy depends solely on idiotic slogans and the promise of a array of freebies to an increasingly unskilled low-life electorate, and not lifetimes of principled achievement and personal growth, thin resume's are the result. The Democrats and the left often believe they can simply lay claim to the credibility of the offices they hold, as if it is interchangable with personal credibility. As a result, you get these troubled programs and policies, often doomed from the start.
