Republicans ready to vote (Leaders think they can keep the government open.)

... The plan was inspired by two conservative lawmakers: Florida Rep. Ted Yoho and Georgia Rep. Tom Price. The government funding portion would keep most of the government open until September 2015 but would only supply monies to the Department of Homeland Security until March. Government funding runs out Dec. 11.

House Appropriations Chairman Hal Rogers (R-Ky.), who writes spending bills, approved of the plan.

“I think that’s a good option,” Rogers told Politico Tuesday morning. “It passes the omnibus, which we need to get Republican spin on spending plus it avoids a shutdown. And on the Homeland Security, when we do a CR, it preserves that fight until we have more troops in the Senate.”

This is more than a CR. It fully funds the government until Sept 30, 2015. We would be better off with a short term CR than this Omnibus bill. And let’s not forget that whatever bill comes out of Congress must go thru the conference process where the Dems control the Senate.

"(3) NOTICE TO CONGRESS BEFORE IMPLEMENTING CHANGES. --

"(A) IN GENERAL. -- The President may not implement any change under paragraph (1) unless at least --

"(i) 60 days,

"(ii) one year, in the case of a major change described in subparagraph (D)(iii), or

"(iii) two years, in the case of a major change described in clause (i) or (ii) of subparagraph (D), before the date of implementation of the change, the President has prepared and transmitted to the Committee on the Judiciary of the House of Representatives and to the Committee on the Judiciary of the Senate a written report setting forth the proposed change. If the President proposes to make any change regarding social security account number cards, the President shall transmit to the Committee on Ways and Means of the House of Representatives and to the Committee on Finance of the Senate a written report setting forth the proposed change. The President promptly shall cause to have printed in the Federal Register the substance of any major change (described in subparagraph (D)) proposed and reported to Congress.

Sub-paragraph D:

"(D) MAJOR CHANGES REQUIRING TWO YEARS NOTICE AND CONGRESSIONAL REVIEW. -- As used in this paragraph, the term 'major change' means a change which would --

"(i) require an individual to present a new card or other document (designed specifically for use for this purpose) at the time of hiring, recruitment, or referral,

"(ii) provide for a telephone verification system under which an employer, recruiter, or referrer must transmit to a Federal official information concerning the immigration status of prospective employees and the official transmits to the person, and the person must record, a verification code, or

"(iii) require any change in any card used for accounting purposes under the Social Security Act, "42 USC 301 note" including any change requiring that the only social security account number cards which may be presented in order to comply with subsection (b)(1)(C)(i) are such cards as are in a counterfeit-resistant form consistent with the second sentence of section 205(c)(2)(D) of the Social Security Act. "42 USC 405"

Predict Obama won’t go for it. He will use the same argument he used during the last budget battle, namely not funding things piecemeal. The enemedia will back him.

Yep. I can hear it now: "The Republicans once again have refused to fund essential government services and therefore it is my duty as president to veto it. When Congress refuses to pay its bills the American people suffer. At this time of the year it is unconscionable for them to harm middle-class Americans this way."

You can use a short term CR to achieve the same purpose. By passing the Omnibus bill, Obamacare and the EPA are funded for the rest of the fiscal year. The new troops will not have any say on the matter.

And what guarantee will we have that the Reps will fight in March? We are being fooled again by the GOPe. There will be another excuse in March as to why we must not shutdown DHS and risk the security of the country. Personally, I fear a Rep capitulation on amnesty with the Reps passing their own version to preempt Obama's. We are being set up for failure again.

Silence about the provisions of Simpson/Mazzoli is deafening.

My sense is the Congress can win with those provisions that PRE-THWART any executive order by specifically not allowing it in writing in the law itself.

But, there is no requirement that Congress take the 2 years. They can roll over, pretend those provisions don’t exist that enable them to roadblock this, and go on to their desired future socialist state.

I fear for my grandchildren.

Also deafening is the silence about the Virginia Voters’ Alliance who go through jury duty dismissals where the summonnee checked the ‘not a legal citizen’ box to avoid jury duty, but somehow voted in the past, thus winding up on the jury duty list of potential jurors.

Felony with 10K fine and jail time.

The disapproval of Obama’s unilateral action — which states the executive branch cannot selectively :enforce immigration deportation laws — won’t change much, since the Senate will likely ignore it.

"Express displeasure" amounts to surrender.
