Our first stumbling block is that the state-sponsored growers and sellers cartels have kept prices artificially high (no pun intended), so we still have a black market for the green herb. That also means, as we’ve discussed here before, that tax revenues are not meeting expectations.

"Artificially" high? The market is what the market will bear. Who in their right mind ever thought that pot would be cheap to buy legally especially since it's being taxed? Are cigarettes cheap? Legalization is and was a bad high idea pushed and sold by leftists.
