Offer quality teachers “Hazardous Duty Pay” to teach in low-income neighborhoods!
Actually, that won't work. They tried it recently in my school district. Test scores remained low for the simple reason that disruptive students were allowed to remain in the classrooms.
Even the best teacher in the entire world won't be able to teach a class of 25 successfully when two students are yelling at each other, and three more are talking on their cell phones (no, I'm not exaggerating here).
The end result: Because the test scores were low, the "Hazardous Duty Pay" was not paid out. The quality teachers were played for fools. But I'm sure the disruptive students had a good laugh over it.
