I think he is talking about the descendants of slaves, vs people who immigrated after slavery, i.e. full-blooded Africans who do very well in Canadian society. He is essentially agreeing with you.

It's probably true in the UK as well, with alleged "IQ" standings out the window.

Culture and environment have a huge impact on IQ. For instance, a thread from yesterday mentioned the Romanian orphans who were discovered after the fall of communism, who were barely functioning. They spent their lives in a crib with little to no human interaction. I have heard from colleagues working with Africans that in general, because of high infant mortality, mothers do not place nearly the value on their infants as we do in the west. A child gains in value only as it ages, as the investment into it has been greater and has a likelier chance of “paying off” as a productive adult family member. I would imagine that an infancy strapped to a mother’s back as she works and generally ignored other than for the most basic maintenance would have an impact on brain development.
The genetics comment was directed at anton, not you.

There’s likely a parallel between ghetto life and conditions on an Indian reservation. Both groups have a tendency to stay put, and suffer.
People tend to associate with their own kind, so I'd say that fellow blacks were more available to become victims.
One time I went to an Indian (East) restaurant’s buffet. A large group of blacks came in and they pushed the center tables together for them.
They had a good time but all the while conducted a lively political debate that sounded like the McLaughlin Group or something...I enjoyed it immensely.
The battle lines were, “African-American” democRATs and Haitian newcomers (conservative to the bone)...all family members.
After they finished, I approached them and thanked them for the entertainment, they said, “You’ll probably never come to this restaurant again” I told them, no no, it was great, I should have been charged admission.
They were very gracious and friendly (except the mother) but it seems the special occasion was her son was the first to graduate from college.
I congratulated him and shook his hand.
