I heard of the ROE .. but to blame Petraeus is kind of backwards. You have to know that ROE rules were most likely set by Obama .. not Petraeus.

So, do his reports specifically state that HE (Petraeus) set the ROE (all by himself) ..??

If not .. then I can conclude you have given me MIS-information .. and I don’t appreciate it.
