The dead sociopath was only about 10 feet from the officers and was at the top of a berm. He could have closed that ground very quickly and to avoid that the officers could not afford to hesitate to shoot.
He also easily could have taken a few steps over the top of the hill pulled a concealed gun and killed officers.
If you don’t want to be shot by the cops don’t threaten to murder them and resist arrest while brandishing knives.

Bottom line is that LEOs could have used available, non-lethal methods to subdue the subject. But no, it was shoot first, ask questions later.
The two officers who fired at the retreating, while turning away subject, committed murder.
