You mean that they are not citizens of the Russian Federation?
I think that you and some of the posters here are diverting from the main question: Was the Russian administration involved in what happened in Paris?
This does not stop them from fighting Russia's wars, such as in Ukraine:
That's not to say that all Chechens are made equal. Kadyrov is Putin's Islamic king-pin in Chechnya who is even working right now to apply Shariah Law to his land in between naming buildings after Vladimir Putin and delivering 99 percent of the vote for Putin's party. He and his troops are Putin's puppets.
Other Chechens are fighting against Kadyrov and the Russian regime, and are even doing so to aid the Ukrainians.
It is strange, therefore, when there are Chechens traveling to other countries out of Russia, a KGB-state, and waging war on the Frenchies, instead of on the occupying regime in Chechnya or other areas where the Russians are causing havoc.
It is in Russia's interest that terrorist attacks occur in Western countries, as I briefly explained in my other post.
