I accidentally drove into the mentioned area a couple months ago. Downtown LA in the jewelry district looks like Mexico City—but the homeless encampments look truly 3rd world. Worse than anything I ever saw in SF.
Near the North Hills/Northridge area you see beggars everywhere. Every off-ramp has them.
