The short answer is yes.

Title 18 Section 4
Whoever, having knowledge of the actual commission of a felony cognizable by a court of the United States, conceals and does not as soon as possible make known the same to some judge or other person in civil or military authority under the United States, shall be fined under this title or imprisoned not more than three years, or both.

Sorry, but Ca is not alone in stupidity. There’s a district in the east that is a willing partner.

Ignoring known criminal activity makes them co-conspirators.

It makes CA complicit in their crime with no repercussions at all.

Bring back Private Prosecution.
Unchain the Grand Jury; no, seriously.
Then there would be real consequences for government corruption.

Goes right along with a FEDERAL JUDGE ruling that a STATE (AZ) has to give drivers licenses to illegals AND they don’t have to carry insurance. A CITIZEN would go to jail or pay a large fine for not carrying insurance.

Social Security was ordered to ignore identity theft years ago. If they tell you about the identity theft of your info, then you might fix it. If you fix it then the money coming in from the identity theft dries up.

Social Security wants that extra money. Especially since they’ll probably never have to pay out on it. So your identity theft takes a backseat.
