What would happen if the Department of Homeland Security remained unfunded? Their only visible evidence is the clown show of security theater known as TSA.
Is there any private insurance company who couldn't due their job granting that we would have to settle for a little less pilferage of passenger belongings?

Hilarious. The criminals are stampeding the weaklings. This is the same way Obama evaded all the questions about his qualification to be President: first it was "no harm has been done yet, you can only object if he wins". When he won, it was "well, you need to move on because he won, and this you're trying to change history".
Same old kick the can down the road, make it a done deal, no one can ever change it.
One more reason the so-called "experienced" negotiator John Boehner gets his clocked cleaned by these street guys.
