Yes, he refers to it that way very purposefully. ISIL stands for Islamic State in Iraq and the Levant. The Levant is the historic name given to the entire region east of the Mediterranean from Egypt, east to Iran and to Turkey and effectively leaves the State of Israel out of the picture.
I prefer ISIL as well because the nation is in the Levant and both Syria and Iraq are sundered forever
