Yes, he refers to it that way very purposefully. ISIL stands for Islamic State in Iraq and the Levant. The Levant is the historic name given to the entire region east of the Mediterranean from Egypt, east to Iran and to Turkey and effectively leaves the State of Israel out of the picture.
A number of Arabs are using the name Daesh rather than ISIL, as it has a really insulting connotation. Also, generalized rage at Daesh, Boko Haram, and others is really building up in the region, along with action. See this link and comments and then click some of the other links displayed there:

The rage in Islamic countries is particularly strong about the burning to death as it means there is no body to go to paradise. In other words, death forever.
