Requesting help to avoid a "costly and time-consuming legal challenge," U.S. Sen. Rand Paul is asking members of the Republican Party of Kentucky's central committee to create a presidential caucus in 2016.
In a letter dated Feb. 9, Paul told GOP leaders that an earlier presidential preference vote would give Kentuckians "more leverage to be relevant."
"As you may have heard, you, as a member of the Kentucky Republican Central Committee, will be the one to decide if you want to help me get an equal chance at the nomination," Paul wrote.
The letter went out to hundreds of other Kentucky Republicans ahead of the party's 54-member executive committee meeting on March 7 in Bowling Green, where Paul will pitch the caucus idea to members for a vote.
Kentucky law prevents a candidate from appearing on the same ballot twice, and Paul and his allies have endeavored for more than a year to either change the law or find a loophole that would allow him to run for the White House and re-election to his U.S. Senate seat at the same time next year.
Paul's supporters also maintain that the law is unconstitutional, suggesting that it could be challenged in federal court.
Despite published reports to the contrary, Paul wrote that "this idea did not originate with me, or even in this current cycle."
"It has been suggested by others for several cycles that Kentucky has no influence on the presidential process because of our late primary," Paul said. "By May 2016, the GOP will likely have decided its nominee, rendering our votes useless in deciding anything."

“Requesting help to avoid a “costly and time-consuming legal challenge,” U.S. Sen. Rand Paul”
Make it costly....
No I’d rather he not spend a lot of money, Mr. Paul is fighting the Lib Dems in Frankfort, KY and in that I’m all for him.
As long as he stays there, I’m fine with it too.
I like the rule that if you want to run for President you should resign your seat and that is for everyone no matter the position. I don’t like the fact that for two years they are running around the country giving speeches instead of doing their job that they were hired for. I think it would bring better candidates if we required resignations for running for President.
Run for President or Senator, not both. Dems da rules in your state, live with them.
I hope you don't embarrass yourself and run for President, because I have a better chance than Rand Paul, son of ron.
You will get my vote first : )
“Kentucky law prevents a candidate from appearing on the same ballot twice.”
If Paul is going to run for President, the proper and honorable thing for him to do is not run for the Senate in 2016.
Well let’s see....NO!!!
I can’t figure out how a caucus would ultimately help. It would ONLY help for the primary allowing him to be on the ballot for the GOP nomination for Senate and not appear for President. However, this statute makes no exception for the general election, therefore, he would have to be left off the ballot for President should he win the nomination and risk having to win without Kentucky’s 8 electoral votes, or he would have to withdraw from the Senate race, leaving the GOP without a candidate.
