I thought there were 23 states in addition to Texas there were part of the original suit. How can a federal judge rule for one state and not the rest?

This is the biggest CROCK I could ever never imagine as a basis for a stay.
Of course Judge Hanen will refuse to enter a stay. They have to ask him as a formality otherwise the Appeals Court will kick it back downstairs.

The Obama administration alleged that a stay pending appeal is necessary to ensure that the Department of Homeland Security (DHS or Department) is able to most effectively protect national security, public safety, and the integrity of the border. The attorney who wrote that should be disbarred. You can't lie to the court in a brief. That is such a bald faced lie that it does not even deserve a response, other than referring the attorney to the state bar for purposes of discipline.

If I recall, the Judge essentially conceded that the administration has authority to enforce (or not enforce) deportations. But he declared the issuance of work permits was an overreach of the law.
I can't imagine how the administration can claim with a hint of honesty that the inability to issue work permits to illegals is inhibiting DHS, or putting the nation at risk.
They can't just say this stuff in a brief, they have to show some evidence, don't they?
