he should have called it in—the cops speak Spanish in Oxnard!

Then what will be their excuse? That they cant read, period? Many of the recent, illegal immigrants from Mexico and Central America, cannot read or write their native language.
So, having bilingual signs won't help.

I’ve gone into the local Home Despot, and asked a question in Spanglish. The poor old guy indicated for me to wait, and that he’d get a Spanish speaker to help me. Then I’d crack up and tell him I was just jivin’ him. Try it sometime! It’s fun!
