On Friday, Rep. Tom Rooney (R-FL) introduced legislation revoking the ATFs claim of power to regulate ammunition via armor piecing language in the Gun Control Act of 1968 (GCA).
The ATF is specifically claiming the ability to regulate ammunition via the armor piercing language contained in the Law Enforcement Officers Protection Act, an amendment added to the GCA in 1986. Their current focus is on banning the wildly popular M855 round for AR-15 rifles.
Rooneys bill would roll back the ATFs powers to pre-1986 levels.
According to The Hill, Rooneys bill would prohibit the ATF or any other federal agency from issuing or enforcing any new restriction or prohibition on the manufacture, importation, or sale of ammunition in the United States.

Soon the ATF will claim “armor” is anything they say it is and their authority over bullets covers everything.

That’s great news but Obama will get what he wants with an EO. There’s only one way to undo all of his BS-elect a solid conservative in 2016.
The cherubic and frumpy looking lesbian supreme court justice Elena Kagan had a limited ‘history’ prior to her nomination, but it was evident even then that she was a big cheerleader for “rule by agency” tactics. She is a trusted WH inside girl. I warned about it then.
The actual solution to all this BS, is that you strip every agency of any ability to pass any regulation. The Constitution places that responsibility directly on Congress
Abolish all these agencies and return the power to the States and allow the Federals to be only able to operate under the powers authorized by the Constitution.
I have little hope for the USA apart from rebellion.

Oh they’re afraid we might protect our homes or ourselves from being home invaded or robbed or stop a terrorist from planting a bomb... things like that
They have already muddied the waters by calling these non-armor piercing bullets armor piercing because they can penetrate body armor. But the definition of armor piercing by military standards are those rounds that can penetrate armor plating on armored vehicles.

Agencies exist at the pleasure of Congress, and could be turned off tomorrow like a water spigot. Agencies also cannot make law. Yet in our perverse world they get away with it.
Federal regulation of armor piercing ammunition officially began on August 28, 1986, when Public Law 99-408 was signed into law by President Ronald Reagan. The law, enacted to protect police officers whose body armor was inadequate to prevent injury, limits the manufacture, importation, and disposition of armor piercing ammunition. However, licensees often find the law difficult to comply with, particularly because, as firearms technology changes, so does the scope of the law.
