If there is indeed a disproportionate number of blacks incarcerated for murder, rape or sitting on death row, then I'm all in favor of releasing the appropriate number to their respective black neighborhoods in order to bring the numbers down to reflect their true representation of the national racial average.
In fact, we could classify their release under a new federal law called the Judicial Incarceration Equality Act......
