Actually, Fred, When I read this report it seems to substantially reduce the police’s powers through more “Understanding” more “Community development” including being more “Culturally sensitive”.
Built into this report are recommendations that are in-effect “Sensitivity Training”.
But I’m only on page 65 of 117.
Levin was sounding the sirens on this months ago.
The main issue here is the money the FEDS would use to “Fund” these efforts.
All this money would come with strings attached and the burdens to comply will increase as soon as they think they can’t live without the money.
This is how virtually every Federal dept. operates.
They offer the States a bunch of money if they follow these new rules. The States take the money, institute the rules and then the rules are expanded well beyond their initial intent.
Article V, is the only way out.
The States need to say NO to the money.
ObamaPolice and he’ll have his people write new laws for his Police to enforce
Boehner gave him billions in discretionary funds. Quite simple really.
Been waiting on this. CONGRESS, WAKE UP AND DO YOUR JOB.
Since 0bama wants to nationalize all the police forces, why not take the problem to every municipality, by challenging the legality of the municipality’s taxing the residents for ‘the police force’, since once nationalized, they become federal employees, and no longer a tax burden on the local residents via millages on real estate.
We were first warned of a Federalized Police Force back in 1970.
Now it appears that it is coming.
That’s why I posted it.
If you read the report you should get a very clear picture of their goals.
It is not, nor should anyone expect it to say that they want to create a Federal Police force. That’s never going to be said.
What it does, however, is create a template that may seem reasonable on the surface but contains funding that is controlled by the FEDS.
Step one.
If you want the money, you must follow these rules.
Step two.
If you want to continue to receive the money, you must adopt these additional rules.
The rules are not laws.
The rules are written by a bunch of Bureaucrats that are all tripping over themselves trying not to be seen as Politically Incorrect.

These people are very well aware that any dramatic change in the way things are currently being conducted would be met with a huge push back.
This is not a “Dramatic change”.
It is designed to seem “reasonable”. Designed to be unobjectionable unless you want to admit that you’re a racist in their eyes and the media’s eyes.

I respectfully disagree. The divide has reached its apex. Obama has no fundamental understanding of the normal family unit in America or anywhere else for that matter. He has never lived a moment of it. The members of our local PD and Sheriff's departments are also members of our own families and friends. They will only go so far no matter what. He cannot relate. His biggest problem is that he has militarized them. That means that everywhere outside of the urban areas he has militarized US!
He has been an outsider his entire life. He fits in with no one. He is and has always been an outcast.
Barry was abandoned by his black father first and then by his white mother. He was left with a couple of old white people while seeing his own black skin in the mirror every day. He is filled with hatred and rage. He loves no one. Barry Hussein Soetoro is a confused and angry child (understandably so) living in a man's body that just so happens to have the authority to deploy nuclear weapons upon mankind.
The Joker said that some men just want to see the world burn. That may very well describe Obama. If the noose begins to tighten around his neck he may very well unleash destruction. He is not a brave man and might feel cornered. Brave men fight. Cowards commit suicide.
This world is in far greater danger than it can possibly know.
