Scott Walker bid to end integration program [busing] has schools seeking answers

"....[Scott Walker] has proposed eliminating the long-standing racial integration program, a move that could redirect $60 million in school funding and have a cultural and financial impact on Milwaukee, nearby suburban school systems and districts like Racine, Madison and Wausau.

The proposal has districts analyzing the complicated structure of school funding to try to get their arms around the potential impact of ending Chapter 220.

"It's hard to speculate," said Bob Lang, director of the Wisconsin Legislative Fiscal Bureau, which has yet to complete its own analysis of the legislation.

The governor's proposal calls for phasing out the Chapter 220 program to reflect declining participation by school districts and pupils, according to Walker spokeswoman Laurel Patrick......

Under the governor's plan, integration aid would be phased out with each graduating class of 220 students and be shifted into a main pot of money for state school funding. That money gets distributed through a complicated equalization aid formula that funnels less aid to property rich districts and more to poor districts...."

Dec 2010: High-speed rail funds scatter to other states "Wisconsin will keep only a fraction of the $810 million it won in federal high-speed rail money, while the rest will help fund train lines in California, Florida, Illinois and other states, the U.S. Department of Transportation announced Thursday.

Governor-elect Scott Walker had vowed to kill the planned 110-mph Milwaukee-to-Madison passenger train route that was to be funded with Wisconsin's share of $8 billion in federal stimulus dollars. Ohio Governor-elect John Kasich had issued a similar promise for a planned 79-mph line connecting his state's three largest cities, funded by $400 million in stimulus cash.

Now, almost all of the $1.2 billion from the two projects will be divided among other states. California is the big winner, with up to $624 million, followed by Florida, up to $342.3 million; Washington, up to $161.5 million; and Illinois, up to $42.3 million. Smaller amounts will go to New York, Maine, Massachusetts, Vermont, Missouri, Oregon, North Carolina, Iowa and Indiana.....

In a meeting with reporters in Waukesha, Walker called the decision a "victory" because he sees the rail line as a symbol of excessive government spending.

"That's the decision they've made and we're going to move forward," the Republican governor-elect said.

Even with the federal government paying all construction costs, Walker has said he didn't want state taxpayers to bear any of the operating costs. ......."

I FULLY support non-segregation, desegregation and dismantling of state-sponsored segregation under the 1st Amendment right of assembly.

But I oppose state-sponsored integration as a violation of the 1st Amendment FREEDOM of assembly. Integration is just the flipside of legal segregation and separate but supposedly equal. BOTH are the result of ONE EVIL, a power that should be abolished of the state to violate basic rights which theoretically could turn back the other way or be used in new ways like forcing acceptance of so-called gay rights.

Even ending busing, a step in the right direction, is insufficient if it could come back.

Does one school bus come through the neighborhood
and pick up the black kids and takes them to the white school?

How it works in many places is that whites left the afflicted area decades ago and now large sums are spent bussing black kids from black zone A into black zone B so they can fight with the Zone B kids all day long instead of doing anything resembling learning...

It never worked. It destroyed black families and middle class neighborhoods. Just like all Democratic Party strong holds, the Left leeched off their citizens and destroyed their families and economies - and then, they blame in on Republicans [sort of how tin-horn dictators around the world do to keep and maintain authoritarian control].

The only thing that busing has achieved is it has destroyed neighborhoods and wasted millions (if not billions) in taxpayer money.

Do the Liberals have any data that it has had any positive affect? No, they don't...

What would be considered positive data for a liberal though? Improved education scores is not something that is important to a liberal. Seeing white students bussed out of their neighborhood to attend a black school in itself is good enough data for a liberal.

Nope, we have MARTA. Born here. I remember I-285 when it was a brand new 2 lane expressway ring not even completed. Big, wide swath cut out of thousands of acres of history. It seemed gargantuan in unused space. I remember Johnson Ferry Rd at the river being a one-lane two plank rail-road bridge too. But I digress... What amazed me about Marta was that it didn't go anywhere anybody who worked wanted to go. The big line to Perry Homes was its big accomplished - moving welfarers to the welfare office was more like it. Only in the last 15 years or so did they ever start putting in terminuses that reached out to areas with real people who didn't need to be subsidized, and the incredulous thing was it took several decades to get a line to the airport. Just incredible. But that's an urban city's version of 'bussing'.

Walker is also under severe attack by academia which every year demands bigger and bigger increases from the tax-payer to fund its stupid affirmative action programs, gender and ethnic studies programs, and all the other assorted leftist bushwah.

Like everywhere else in the country, school busing has done nothing to enhance the academic performances of minority students. After all these years they're still on the bottom of test scores.

After all these years with busing instituted to increase the academic performance of black students, there is not one racially mixed school district in the country where black students have outperformed white students.

Exactly.

His policies are making life easier for ALL the people of Wisconsin - and they’re getting to keep more of their OWN money in THEIR pockets.

All these groups that are whining, are whining about that. The free rides and the backdoor funneling of taxpayer money to the Democratic Party, is winding down.

What??? Hey, it increased "diversity and inclusion." Who cares if not one black kid benefited from sitting next to a white kid, or white kids and white teachers were subjected to violence from disruptive blacks.

The main thing, according to liberals, is that white kids learned about black kids...they learned to hate them. Because black kids hated the white kids and viewed them as prey to be attacked.

One of my nephews was beat up for his lunch money by a black kid before my nephew's parents complained and the school finally sent the black kid somewhere else.

The latest lie propagated by the libs is that Walker has created a two billion dollar shortfall for the budget. That's only if Walker accepts the lib budget for the next four years. He's not going to do that, but the libs are now broadcasting the lie that we have a deficit. We will if we adopt their budget proposals.

The bad thing is if Walker does leave to run for president, a liberal might get back in. Then the state will surely go back into deep debt. We have a lot of liberal rockheads in this state.

I have an idea. Give parents a voucher worth half the current per-pupil government school expenditure, and let them spend it on a school of their own choice.

Wisconsin never wants to go back to the days before Walker.

They felt they couldn’t escape the hold that socialists - the unions and university system - had on them.

But they never had a fighter like Scott Walker before.

Now they know how to fight and there won’t be any going back.
