The Logan Act was established in 1799 and forbids unauthorized citizens from negotiating with foreign governments. Does it apply here in 2015? AND what do the Iranians make of all of this? Senator Cotton never actually sent this letter to Iran. He only posted it on his government website.

The 47 didn’t negotiate with anyone. There was no exchange of views nor dialogue of any type.
An open letter in a newspaper, stating constitutional issues in the current context, is at best a modest rear-guard action against subversive elements.
It MIGHT have been better if they had addressed it “TO WHOM IT MAY CONCERN:”.
Maybe they should re-issue it with this addressee, as a sort of mulligan to clear the air on the message’s intent.
Actually, I think Kerry still held a reserve commission in the US Navy at the time which makes what he did even worse.
