Basically....the President would just issue an executive order and the IRS would create the flat-tax and that would be the end of the discussion. You won’t require congress or the senate to approve this. Go ask President Obama....he’ll tell you executive orders are best tool for this type of situation.
Why stop there?
Why not just abolish the 16th amendment and implement a NRST via executive order?
